Township Building Supervisor accused of criminal sexual conduct

ALLEGAN COUNTY, Mich. (NEWSCHANNEL 3) - A Township Building Supervisor in Allegan County was charged Tuesday with disturbing sex crimes involving a woman who was unable to consent.

A judge arraigned Paul Shamblin on two counts of criminal sexual assault in the third degree, two counts of criminal sexual assault in the fourth degree, and one count of aggravated indecent exposure.

Shamblin is accused of a list of sex acts against a cognitively impaired 18-year-old girl.

In a probable cause statement, Allegan County Deputies stated that the 18-year-old moved into Shamblin's Valley Township home when his wife was hospitalized last September.

A doctor told deputies the alleged victim has the mental capacities of a first-grader.

"It was determined she functions at a level where she is unable to consent to having sexual relations," the statement said.

The teen's father said the two first met when he was having his motorcycle repaired at Shamblin's business near Gobles over the summer, but he had no idea the relationship had developed into something more.
