Previous victim's family speaks after man beheads cat

EVERETT TOWNSHIP, Mich. (NEWSCHANNEL 3) - A Newaygo County man who police say killed a mother of three 16 years ago may soon be back in a mental health facility.
Police say Warren Culver called 911 from his Everett Township home last week saying he was going to hurt himself.
When deputies arrived, they found Culver had stabbed himself twice and beheaded his cat.
Police are working to get Culver back into a mental health facility once he's released from the hospital.
In 1997, Culver was found not guilty by reason of insanity for attacking his friend Marty Bulson with a shovel and axe, killing her.
Culver was sent to a Kalamazoo mental institution instead of prison but was released in 2009.
After finding out about Culver’s recent incident, the family of Marty Bulson is speaking out.
Bulson’s sisters believe Culver is dangerous and capable of heinous crimes.
They also say they feel misled and were under the impression Culver would remain in a mental health institution for life, after their sister’s killing.
Now they say they're worried for the entire community.
“Don’t let your guard down. He’s more than capable of doing it over and over and over,” says Bulson’s sister Dawn Mourer. “It’s proven: look at what he’s just done. If he can do it to a human, he can do it to an animal and he can continue to do it. He’s proven that over and over. What more is it going to take? I really hope it doesn’t take another life before something’s actually done.”
Bulson’s sisters fear if Culver does not remain in a facility, he will stop taking his medications.
They say it will be just a matter of time before Culver causes heartache to another family.
“I hope he gets locked back up, I really do,” says Bulson’s sister Kris Hardenbrook. “The loss of our sister never gets easier but it’s been a while and I’m just trying to maintain my life and go on with things. But it’s hard without her.”
Police and prosecutors are discussing possible criminal charges against Culver for allegedly decapitating his cat.
