HURRICANE HARVEY: Scenes from the destruction, and the rescues in Texas

The slow-moving Hurricane Harvey is causing catastrophic flooding in Texas.

And while the water has receded from parts of downtown Houston, near Buffalo Bayou, which flooded over the weekend from the lingering tropical storm, that situation might change as officials start releasing even more water from reservoirs overwhelmed by Harvey.
