The vote came hous after an earlier vote passed with 19 'yes' to 18 'no,' but 20 votes were needed for passage.
Senator Patrick Colbeck (R-Canton), did not vote, as a 'no' vote would have caused a tie, which would have been likely broken by Lt. Governor Brian Calley for those in favor of expansion.
Senator Geoff Hansen (R-Hart) was the only Senator from the Newschannel 3 viewing area to vote yes on the first vote.
A motion to reconsider was quickly passed after the first vote, and the Senate went into recess for around 2.5 hours.
In addition, the second vote also saw passage of an amendment proposed by Sen. Tom Casperson (R-Escanaba), which failed in the first vote and sought to cap bills from participating hospitals at 115% of Medicare rates to uninsured patients.
A vote to grant immediate effect failed.
